Utilities

Customers with questions concerning their utility bill should email the Finance Department at finance@fultonmo.org or call the Utilities Billing Desk at 573-592-3111. Payments are due on the 15th of each month and can be made at City Hall or online.

Fulton is one of a few public utilities in the nation that offers customers the convenience of receiving all of their major utilities from one organization. The City of Fulton provides electricity, natural gas, water, sewer service, and solid waste through the Utilities Department. We send out one bill for all of these utilities. The employees of the utility work hard to keep the operating expenses down while maintaining a high quality of service. A full breakdown of our rates can be found here.


Electric

The City of Fulton has three primary sources of electrical power – Southwest Power Administration, Sikeston Power Plant, and Prairie States Energy Campus. Purchasing power from several sources as well as having peaking or emergency generation at the Power Plant gives the City of Fulton a diverse collection of energy resources.

The City of Fulton Power Plant is staffed 24 hours a day, 7 days a week. In addition to monitoring and scheduling electrical power for the City, the power plant control room also serves as the emergency center for the City after normal working hours, weekends and holidays. Free Energy Audit

City of Fulton utility customers can receive a free energy audit. Appointments are available Tuesdays through Thursdays at 10 a.m. or 1 p.m. with an outside temperature of 40 degrees or colder to audit. The homeowner must attend the hour-long appointment. The Electric department detects cold air entering the home with an infrared gadget. The pictures are loaded into a program to create a booklet that shows areas of rooms where the most energy is lost and how to improve them. Suggested repairs may include: installing padded outlet covers, adding insulation, placing seals around windows and doors, etc.  Some homes need only minor improvements to save money on their electricity cost!

Gas

The City purchases natural gas from the Kansas and Oklahoma natural gas fields and transports the gas by contract over the Panhandle Eastern Pipe Line (PEPL) to the City’s connection to PEPL, near Hatton to the north of Fulton. It then travels to a station at the north end of the City and out to our residents. The City owns and maintains approximately 89 miles of natural gas mains.

The Gas Department also locates all City utilities for citizens, contractors and City crews. This is done as part of the State of Missouri One Call System. If anyone is going to excavate, they need to call 1-800-DIG-RITE (344-7483) at least 48 hours before excavation is set to begin, and the City will locate all City-owned utilities at no charge.

Solid Waste

The City of Fulton provides a full range of solid waste management services for residential and commercial customers. This includes trash, residential recycling, yard waste, and hazardous/household waste. Our drivers collect from different parts of town each day (detailed map below). Click here for additional information.

We alternate collection of recycling and yard waste each week with a detailed schedule included on our website and yearly in every customer’s utility bill. They are also available at City Hall or the Solid Waste Division. We also run a cleanup week in both spring and fall for large collections for free. Bulk item pickup can also be scheduled throughout the year for a fee.

Hazardous and Electronic Waste

City and county residents can dispose of household hazardous and electronic waste for free at the City’s Household Hazardous Waste Collection Center.  It is located behind Fire Station No. 1 at 151 W Tennyson Rd. Collections take place on the second Saturday of the following months: March, April, May, September, and October.  Appointments are required. If you have questions or are interested in scheduling a collection drop-off time, please call 573-592-3176 or email fswasstsup@fultonmo.org.

Water

The City of Fulton owns a municipal water system that currently serves approximately 5,000 customers. The water system is comprised of six deep wells located throughout the City, eight booster pumps, three elevated towers, three ground storage facilities, and a network of approximately 90 miles of distribution mains. The elevated towers have a storage capacity of 1.5 million gallons, and the ground storage facilities have a capacity of 3.06 million gallons.

Wastewater

The City of Fulton owns a wastewater treatment plant and approximately 100 miles of sewer collection lines with an estimated 4,000 connections, and 21 lift stations. The existing wastewater treatment facility was originally completed in 1987, with an upgrade completed in 2018. It is a 7.63 MGD (million gallon per day) Peak Flow diffused aeration oxidation ditch wastewater treatment facility currently operating at approximately 1.7 MGD. In 2012, the city installed a centrifuge to dewater the biosolids. The new dewatering system increased the percent solids, which reduced the number of truckloads having to be hauled to the fields. It is a more concentrated product which the farmer can incorporate quicker into their fields with less mess.

Darrell was born and raised in Missouri, graduating from Arkansas State University with a Mechanical Engineering degree. He worked in utilities in Arkansas and Tennessee before coming to Fulton in 2005. Darrell currently serves on the executive boards of Missouri Public Utility Alliance and Interstate Municipal Gas Associations. He’s responsible for overseeing the electric, gas, solid waste, wastewater and water divisions for the city.
