Courtney Doyle, Director of Administration

Courtney is a lifelong Fulton resident who came to City of Fulton in 2013 and served as the City Clerk from 2015 until her promotion to Asst. Director of Administration in November 2022. She oversees the Buildings and Grounds, Cemeteries, Grants, IT Services, and Public Information divisions in addition to assisting with city administration as a whole. She works with the Director of Administration to oversee city operations, policies, procedures, and assists staff and citizens with city-related issues.

Buildings and Grounds

Jeremy Polston, Buildings and Grounds Supervisor 

The Buildings and Grounds crew is responsible for the upkeep of city buildings and facilities including regular maintenance, lawn care, pest control, and repairs among other duties.  

Cemetery Maintenance

Billy Egly, Cemetery Sexton 

Our Cemetery Sexton works to maintain the city’s three cemeteries – Hillcrest, Pioneer, and Southside – through mowing, and clearing debris. Billy also shows burial plots and helps prepare plots for burials. 


Melissa Case, Grants Analyst

The Grants Analyst is responsible for writing grant applications and running grant-funded projects.

IT Services

Michael Dilley, Information Technology Manager 

The Information Technology Manager is responsible for building and maintaining the city’s internal digital infrastructure.
