Move the trash container away from whatever was blocking it and call the Landfill at 573-642-3421 to request a return pickup.  We keep track of all addresses we are asked to return to for a pickup.  If it is the first time, no additional charges will be applied. However, if repeated return trips have to be made to the same address, you will be charged a fee of $14.
