Member Application Form

Board of Adjustment

Five members and three alternates.  Five-year term.  Must own property inside city limits.  Meets only as required at 5:15 p.m.  Members are appointed by the mayor and approved by the city council.

Mission: In order that unwarranted hardship, which constitutes an unreasonable deprivation of use as distinguished from the mere grant of a privilege, may be avoided, the board of adjustment constituted to hear appeals from the planning and zoning commission shall be empowered to modify or vary the regulations in specific cases involving building line regulations.  Members (listed alphabetically): Bill Chiles, Mike Eibel, Mike Groves, Dan Healy, Tommy Salmons.

Airport Advisory Board

Seven members. Members are appointed by the mayor and approved by the city council.

Members: Eugene Allen, Donnie Grimm, Nick Prinster. City Engineer: Kyle Bruemmer. Council Liaison: Brad Leuther.

Fulton Housing Authority

Six members with each serving a four-year term.

Mission: Provide housing solutions to individuals and families who cannot find affordable and adequate housing. Members (listed alphabetically): Elaine Kime, Linda Rootes, Harold Siebert, Ella Washington, Tim Wilkerson, Charles Williams.

Historic Preservation Commission

Six members with each serving three-year terms.  Meets quarterly, third Tuesday of the month at 3 p.m.  Members are appointed by the Mayor and approved by the City Council.

Mission: To work collaboratively with individuals and community groups to identify, preserve, and protect the city’s heritage and to educate the public on the value of historic preservation.  The commission also seeks to create an inventory of historic properties, to promote historical tourism, and to generate pride in Fulton’s heritage.  Members (listed alphabetically): Carl Brauner, Wanda Chernoff, Nancy Lewis, David McDaniel, Steve Moore, Frances Vaughn.  Council Liaison: Jeff Stone. The Historic Preservation Committee is described in Chapter 62 of the City Code.

Human Rights Commission

Six members serving three-year terms. Meets fifth Monday of the month (quarterly) at 5 p.m.  Members are appointed by the Mayor and approved by the City Council.

Mission: Enforce and support the Missouri Commission on Human Rights which prohibits discrimination in housing, employment and places of public accommodation.  This Commission shall promote through community effort good will and cooperation among the groups and citizens of this community; to establish educational campaigns and programs by teaching the need of eliminating discrimination against persons because of their race, color, religion, national origin, ancestry, sex, disability, and age as it relates to employment and family status as it relates to housing.  Members:  (listed alphabetically) Carmen Brandt, Tom Clapp, Lewanda Jackson, Adrienne Lindsey, Sherry Lococo, Don Stassel.  Council Liaison: Alan Combs.  The Commission is described in Chapter 66 of the Municipal Code.

Parks and Recreation Board

Nine members, each serving a three-year term.  Must be citizens of the city with at least one member residing in each ward.  Meets quarterly.  Members are appointed by the mayor and approved by the city council.

Mission: Advise the superintendent of parks and recreation regarding the types of programs to be operated and facility improvements.  The board acts as a liaison to reach various community and neighborhood groups to develop an ongoing parks and recreation program. Members (listed alphabetically): Wayne Bill, Shane Clines, Larry Doyle, Jr., Chris Garrett, Brenna Gough, Jane Hall, Kristina Jackson, Rick Shiverdecker, Robert Wilson.  Council Liaison: Valerie Sebacher.

Personnel Board

Six members.  Must be citizens of the city and cannot be city officers or employees.  Three-year term.  Meets as required.  Members are appointed by the mayor and approved by city council.

Mission: Oversee the development of sound personnel practices which provide for impartial and nondiscriminatory standards for all employees of the city.  Members (listed alphabetically): Cindy Baker, Bill Ernst, Carolyn Laswell, Don Masek, Whit McCoskrie, Jennifer Milligan.

Planning & Zoning Commission

At least seven members, but not more than 15.  At least one member from each ward to serve a four-year term.  Meets as needed, but no less than two times per year.

Mission: Promote the health, safety and general welfare of the community.  Members (listed alphabetically): Lewis Beaty, Mike Eibel, Les Hudson, Pat Kelley, Ken McSwain, Joan Berry Morris, Ron Oldani, Jeremy Washington.  Council Liaison: Mike West.  The Planning and Zoning Commission is described in Chapter 86 of the Municipal Code.

Public Utility Board

Five members with each being a resident of Fulton and serving a four-year term. Meets last Monday of each month at 1 p.m.

Mission: Make recommendations for utility rate structures, increases or decreases in rates to the city council.  Annually reviews the rates of each utility as part of the budget process.  Develops long range plans for the utility departments and develops plans for system enhancements.  Members (listed alphabetically): John Bell, Charlie James, Whit McCoskrie, Richard Vaughn, Charles Williams.  Council Liaison: Lauren EH Nelson.

Tanglewood Advisory Board

Six Members plus parks and recreation director, clubhouse manager, and course superintendent.
Mission: Research, evaluate, and recommend to the city council operational changes which enhance the profitability of Tanglewood Public Golf Course.

Members (listed alphabetically): Wayne Bill, Scott King, Charles March, Whit McCoskrie, Janie Smith, Clay Caswell (Parks and Recreation Director), Jamey Martin (Clubhouse Manager), and Kenneth Sundermeyer (Course Superintendent).

Tax Increment Financing Board

Eleven members.  Mix of county and city appointees.
Mission: Oversee and administer the rules and regulations of established Tax Increment Financing Districts (Tanglewood, Dollar General, Fulton Commons).

Members (listed alphabetically): Rosemary Augustine, John Bell, Mike Boulware, Dennis Depping, Rick Gohring, Dale Lewis, Steve Segelhorst, Betsy Tutt.

Traffic Commission

Three members (city engineer, police chief, and traffic control supervisor).
Mission: Review and make recommendations to the City Council on issues that affect motorists in the City. This includes perceived hazardous traffic situations, parking, and signing. Meets third Tuesday of the month at 10 a.m.

Members (listed alphabetically): Kyle Bruemmer (City Engineer), Steve Myers (Police Chief), Joseph Mann (Traffic Control Supervisor).  Council Liaison: Mary Rehklau.
